STRATEGY · IMPLEMENTATION · PUBLIC SYSTEMS
I work in the space between institutional ambition and operating reality, where strategy has to become decisions, structures, capabilities and measurable action.

01 — THE PREMISE
A plan describes intent. An implementation system changes what happens next.
Institutions are often clear about where they want to go. The difficulty begins when an approved direction meets budgets, governance, competing priorities, inherited systems and limited capacity.
That gap is not solved by another recommendation. It requires the operating logic beneath the strategy: who decides, what changes, how the work is sequenced, what it costs, where the risk sits and how the institution will learn while delivering.
That is the territory I work in.

03 — THE PRACTICE
Helping leaders understand the decision in front of them—the real options, trade-offs, institutional constraints and consequences.
Strategy · Institutional change · Public systems · Evaluation
Translating direction into the models, roles, governance, sequence, measures and tools required to make it operational.
Operating models · Implementation systems · Decision frameworks · Organizational design
Developing and testing ideas about implementation, institutions, evidence, foresight and the systems behind public decisions.
Essays · Frameworks · Research · Emerging practice
Intent is settled and the mandate is clear. Nothing about how the institution operates has changed yet.
Who decides, who recommends, who is merely informed — named before the work is scheduled.
Roles, sequence, resourcing and the interfaces between teams that have to hand work to each other.
The stage most plans skip and where most stall: can the institution actually carry this on the day it starts?
Delivery begins, and the evidence it produces returns to sharpen the next decision rather than filing a report.
04 — SELECTED WORK
Selected engagements across institutional strategy, implementation, evidence and operating design.
I carried the project management, evidence synthesis and institutional-design work through the pre-launch phase of a new Toronto nonprofit housing institution—turning research and stakeholder input into the governance options, acquisition pathways, partnership architecture, resourcing and sequencing an organization needs before it can begin.

07 — ABOUT ME
I'm a strategist, Credentialed Evaluator and implementation practitioner with more than 20 years of experience across Canada, the Caribbean and international contexts.
My work spans strategic planning, organizational development, mixed-methods evaluation, public policy, applied research and systems change. Across those disciplines, one question has stayed constant: how do institutions make better decisions—and build the capability to carry them through?
I bring together the long view of strategy, the institutional lens of organizational development and the discipline of evaluation. I'm extending that practice into foresight, policy prototyping, public-private partnerships and implementation science.

WORK & PRACTICE AREAS
I work with institutions facing questions that cannot be resolved by ambition alone: how a decision will operate, what it requires, where it may fail and how people will know whether it is working.

03 — FRAMEWORK
Most implementation failures are traceable to an unresolved decision right. Naming who decides, who recommends and who is merely informed is the first structural move in any engagement.
04 — ENGAGEMENT PATHWAYS
Where the need requires a multidisciplinary team or a full advisory engagement, the route is Common Practice.

Credentialed Evaluator, Canadian Evaluation Society
I'm a strategist, Credentialed Evaluator and implementation practitioner with more than 20 years of experience helping organizations understand complex problems, make better decisions and translate direction into action.
My work sits at the intersection of strategy, implementation, public systems and evidence. I'm particularly interested in what happens after a strategy is written: how priorities become operating models, how policy becomes delivery, how institutions make decisions and how those decisions are tested against the outcomes they were designed to produce.
Across Canada, the Caribbean and international contexts, I have worked in strategic planning, organizational development, mixed-methods evaluation, public policy, applied research, programme design and systems change. That experience taught me to read institutions from several directions at once: formal strategy, everyday operations, governance, evidence and the lived consequences of decisions.
At Common Practice Advisory, I contribute to work with governments, institutions, foundations and mission-driven organizations on strategy implementation, operating models, decision intelligence, evaluation and organizational change. The focus is practical: closing the gap between ambition and execution.
My work with IIBD has approached many of these questions from the public-interest side—examining the data, rules, algorithms and systems behind public decisions, and developing practical approaches for making those decisions more explainable, challengeable and fair.
I hold an MBA in Organisational Development, an MSc in Strategic Studies and Security and a BA (Hons) in Urban Studies, and I am a Credentialed Evaluator with the Canadian Evaluation Society. My emerging areas of study and practice include foresight, policy prototyping, public-private partnerships and implementation science.

CONTACT
Tell me what the institution is trying to decide, change or make operational. A short description of the context, timing and kind of conversation you have in mind is enough to begin.
For a multidisciplinary team or a full advisory engagement, the work is delivered through Common Practice Advisory ↗.
Public-interest questions about data and public decisions belong with IIBD ↗.
